Unfortunately this is correct if they cannot match it to your passport then they cannot issue you with a license, you have to have the license translated in to English and have the translation certified, Some Embassies or consulates will help you with this depending on your nationality.
I have just returned from a disappointing trip to obtain a Thai driving license they have told me because my driving license from my home country is not is English then they cannot accept it even though it has my photograph on it. What can I do?
