The answer is no. The Irish Consulate in Bangkok is there to take the visa application and check the documents. It is then sent for checking and processing at the Irish Immigration in Dublin. When the decision has been made, they inform the Ireland Consulate in Bangkok of the decision. The visa application decisions are also posted on their main website on a weekly basis. www.inis.gov.ie
